Generated passthru proxy bundle doesn't import into Apigee X / Hybrid #33

Apigee X is more strict than previous gen when importing a proxy bundle.

Return-WSDL policy must be in a file named Return-WSDL.xml
Extract Variables policy uses type="String" but should use type="string".
