Enable language switching in dashboard

If the user is on dashboard, the only way they can switch UI language is by going back to the landing page. For ease of use and consistency, allow users to switch the UI language on dashboard.

As an Apinf user
I want to be able to select my UI language

• User can change the UI language using one single method regardless of which Apinf page the user is viewing
