It has been requested that people be allowed to browse the API Catalog without an account. Remove account checking method from API Catalog. Also, add a link to the Catalogue view from the front page.

Definition of done

  • API catalog should display on its own route.
  • API catalog should display on master or base template.
  • API catalog should be accessible without signing in.
  • API catalog link should be added to front page.

@kyyberi We are selecting this task to sprint 18 as a step towards implementing #629.
