Add year 2016 to Dashboard filter drop down menu

The drop down menu for year in the Filter section of dashboard only contains years 2014 and 2015 (hardcoded). Add 2016 as a quick fix before we start re-designing the dashboard. May need to be added to queries as well.

Definition of done

• User can select year 2016 from the year filter in dashboard.
• The dashboard data is updated to contain only records from 2016 when year 2016 is selected.
