Deleting an API backend when it is down for some reason is unsuccessful #919

A basic guess would be that this API Backend may have been manually deleted from API Umbrella, but still remaining in Apinf. The delete method awaits a success message from API Umbrella before deleting from Apinf, and may not be receiving the success message.

@bajiat , verified on https://nightly.apinf.io and it is not reproducible with latest UI . This issue can be closed.
