CircleCI: update osx binaries to aarch64

We need to update our binary publish pipeline to use arm machines for OSX by End of june:

The sunsetting of Intel resources is now June 28, 2024. After that date, we will only support Apple silicon resources. The dates and brownouts listed below have also been updated.

Once this is done, we need to update rover's code to download the correct binaries under the new path as can be seen in this rover PR.

see: apollographql/rover#1832 for a rover issue about tracking arch information to help with timing when we do this. We should implement the rover change quickly, so we have the data we need.
