@feons , For FR here's what I did:

  1. Created a guest account on windows.
  2. Made sure the owner of "C:\Program Files\Common Files" in the administrator.
  3. Installed appc CLI 5.0.0-22.
  4. Installed latest master SDK 5.0.0.v20150826100423.
  5. Ran "appc ti info"

I did not get any crash related to EPERM.

You can go ahead and merge.
