Because DefaultDiagnosticConsoleFormatter is crashing in some projects (see #678) we are disabling it by default (and using the IDEDiagnosticConsoleFormatter instead).

Once we've fixed the crash and retested DefaultDiagnosticConsoleFormatter we should reenable it as the default diagnostic formatter again.

The main alternative to disabling the diagnostic formatter would be to revert the commit that made it the default but that change would be unnecessarily large.

We didn't disable this formatter so there's nothing to reenable.
