Is your feature request related to a problem? Please describe.
There are multiple instances were in estuary is failing to serve large content and this affects the quality of the core service which is serving large files to multiple clients.

Describe the solution you'd like
We can implement Peering (from ipfs) to prioritize the connections to a certain list of nodes that will allow estuary to maximize the availability to serve large content from these nodes.
