HIPAA Three Main Rules

In the What are the HIPAA Rules? section of the HIPAA index page it states that there are three main rules but only lists two, The HIPAA Privacy Rule and The HIPAA Security Rule. Is there a missing rule or does the section need to be changed to state that there are only two main rules?

I found the third rule. It just seems like the Administrative, Physical, and Technical Safeguards sections aren't part of The Security Rule because their headers are h2s and The Security Rule header is an h3.
