Now that Trivy can output in GitHub Dependency Snapshot format aquasecurity/trivy#2210 the Trivy GH Action should be able to upload the results to the GH API. It's unclear if there will be a generic action like there is for the SARIF upload, so for now we will do it in the Trivy action
