Initial documentation with Sphinx

Run `make docs` from the source directory.

**see** is a friendly alternative to the ``dir`` function in Python.
It shows you a summary of what you can do with an object.

Supports Python 2.6+ and 3.3+. Also works in iPython and PyPy.
