開発規約の策定および明文化 #91 で作成予定の開発規約など（将来的にはreadthedocsかもしれないが、当面はこちらで）

併せて、既存のoptinistのwikiページは削除する

内容がメンテナンスされていない
既にreadthedocsがあるので不要なはず

他ツールは、保守面より対象外
上記より、まずはローカルファイル（markdown等）でドキュメント整理を実施し、コンテンツボリュームに応じ、ツールを再選定する。

また以下は対応継続

併せて、既存のoptinistのwikiページは削除する
