Left and right borders have wrong z-index in Chrome #16

The td with classes "te_right" and "te_rib" and tr with class "te_bottom" show above the "te_content" div in Chrome.

If you have a white background on the "te_content" div, in Firefox and IE, the borders are shown below this white background; however, in Chrome, they are shown above.
