Create script for Arches installation

At various points in the past an "Arches Installer" has been started, and scripted installation attempts have been made, but nothing universal has stuck/been finished and published, let alone maintained.

Part of this effort will need to include restructuring the installation instructions so that it's very clear what parts are taken care of by the new install script and what parts aren't.
