Scenario: You have more elements than what fits vertically on the screen. You want to carefully edit "bottom" elements.
Currently the viewport allows user to scroll down towards the bottom line of the bottom element.
The proposal is to allow scrolling into wider area around the last positioned element. For instance twice the default element width and height.
Current manual workaround
Zoom out, position note somewhere in "border" space. Zoom back in for detailed edits.
