Are they just saying of where they pull packages from, as in archlinuxcn-* *-archlinuxcn are able to pull from the repo where the plain build prefixes can't?

Different prefixes can have different makepkg.conf & pacman.conf. For archlinuxcn-*, yes, the difference is the repo.
