tests(app): investigate why simulation test is failing #308

Simulation tests being run at https://github.com/archway-network/archway/blob/main/app/sim_test.go are failing.

Reason:

--- FAIL: TestAppImportExport (0.38s)
panic: UnmarshalJSON cannot decode empty bytes [recovered]
	panic: UnmarshalJSON cannot decode empty bytes [recovered]
	panic: UnmarshalJSON cannot decode empty bytes

Most likely related to a breakage. The test is by default skipped to save up on CI time. We should re-enable it.
