Update NeoPool controller

Description:

• Add Neopool commands NPpHMin, NPpHMax, NPpH, NPRedox, NPHydrolysis, NPIonization, NPChlorine and NPControl
• Add NeoPool system voltages display
• Change NeoPool limit relay output to the number actually available
