/lang コマンドを追加してユーザごとに表示言語を設定できるようにする．
デフォルトの言語はひとまず英語にする．
言語ファイルは i18n/ 以下にjson形式で置く．jsonのキーがあることを保証したほうが良いけど大変そう...

設定ごとに固有のコマンド増やしていくより設定パネルを開くコマンド1つにして設定パネルを拡張していきたい
