I am using a Debian 4.9 based virtual machine and arno does not start with the system. It was installed with apt.

I have it setup to use an OpenVPN tunnel interface for it's upstream port and the second ethernet device as the downstream port.

Is there an issue with the tunnel not being setup by the time the firewall goes up so it fails?

Can you provide more info please? Which version of aif did you use? And did you use the package from Debian?

I do use the deb package, version 2.0.1.f-1.

The aif package in Debian is affected by a bug in systemd. I strongly recommend either removing the deb-package and using the .tgz version which contains a workaround or replacing aif's systemd start script with the one from the tgz version

Would I need to reconfigure it if I remove the package?

No just uninstall your debian package using eg. apt remove (NOT purge!) which leaves your config files in place.
