Add copy/move option for "To reference directory"

Is your feature request related to a problem? Please describe.
Scenario: I have a bunch of scattered duplicate or similar photos some of which have been organised into folders already and some still to sort. Maybe I plan to delete the dupes in the future, maybe not. But as a first step it would be useful to group the similar looking pictures into the relevant folders.

Describe the solution you'd like
Add a copy/move option of "To reference directory". In this way I can find fuzzy matches and move them into the same folder (the folder of the reference). Then it is easier to tackle the larger task in a more systematic way at a later date (e.g. all duplicates from "Bob's Wedding" are now at least in one "Bob's Wedding" folder and I can look through to see which I want to delete).
