Publish to Maven Central or at least make it build on Jitpack

• the last version of log4jdbc in Maven Central is from... 2013, and e.g. has issues with PostgreSQL (uuid, timestapz, reordering of parameters)
• 99% of Java projects use Gradle or Maven, and adding this library is cumbersome at least

There hasn't been an official release since then and the current tip needs more testing before a release.
I've never released this to Maven - someone else did it without my knowledge and/or released forked variants.
Maybe on the next official release (hopefully coming soon) I'll figure out how to do a Maven release too.
