Just check the posts folder and submit your tutorials there.
Clone the repo and run the following docker container: docker run --rm --label=jekyll --volume=$(pwd):/srv/jekyll -it -p 4000:4000 jekyll/jekyll:3.2 jekyll serve
Browser the site by visiting http://localhost:4000
