EF Core on UWP: RC2 requires upgrading UWP Tools to 1.3.1

EF Core RC2 brings many improvements to EF on Universal Windows apps (UWP), but will require upgrading to the latest versions of the UWP Tools. The latest version of UWP Tools is 1.3.1, which was released with Visual Studio 2015 Update 2.
