Regression introduced in a029ba0#diff-dc23ef9358b336d8adbc80f7beba699aR76 and is affecting Razor compilation in Mvc: aspnet/Mvc#3071.

Speaking to @davidfowl this change was an optimization - we could revive the general case from before while keeping the optimization
