Your Abp package version: 3.1.2
Your base framework: .Net Framework 4.6.1

Abp.Web.Resources has a dependency on .NET Standard 1.1 rather than 2.0 forcing me to install NETStandard.Library package and other dependencies. That should not be required, I presume dependency is just specified incorrectly. Can that be fixed?

Abp.Web.Resources is actually is not used by .net core applications. We may make it .net 4x instead of netstandard.
