Closing one of multiple PRs for a given issue transitions the entire issue back from "In Review" to "In Progress" #1645

Multiple PRs can reference the same Jira issue. These all appear within Jira on the side and the issue moves from "In Progress" to "In Review" when the first one is opened. However if even one of the PRs is closed, the issue moves back to the "In Progress" status, even though there are still active PRs open that reference it. It should remain "In Review" as long as there is any open PR referencing that issue.

Hey @samschmitt22. The GitHub for Jira app listens to webhook events and then passes the data along to GH, which is why you would see the issue move back to 'in progress' after a PR has been closed that references the given issue. That said, it should be possible for us to add some kind of check to see if there are existing PRs with that issue key and send a different status label to Jira.

I've created a ticket in our backlog for one of the team to look into.
