Install packages via custom URI handler

I believe we casually discussed this in person or in Chat, but I couldn't find a follow-up issue. I think it would be really excellent. In the meantime we can work around on the site with instructions for install through the editor or CLI, but that's a bit clunky.

One thing we have to be careful about is rogue links installing packages. But I think we can get around this by ensuring we always pop-up a dialog in Atom before a package is installed.
