Add list of packages that were loaded and/or activated immediately on startup

With all the new features for lazy loading of packages, we should add a list of packages that activate immediately on startup so that package authors can see or be notified that they should take advantage of the new features.

The current workaround for this is to start Timecop and then restart the window. The resulting list of activated packages will be packages that did not defer activation.
