IGNORE_START_TIMES not used

I don't think this configuration variable is being used. This should be read from the toggl API, since it's a global user setting stored in the user's profile.

I think you are correct. I've removed its usage from the functions I've updated, but I've not done a full-scale clean up of this variable (which is why I've left it in the config file).
