Use -dump-flat-files-biopax to create flat files (Pathway-Tools 26.0). #76

With the version 26.0 of Pathway Tools it is now possible to create flat files with the same command than the pathway-tools -patho.

mpwt could use this option instead of using a call to a lisp script.

Add function get_ptools_version.
Use -dump-flat-files-biopax option with Pathway Tools 26.0 (issue #76).
Fix issue with give_permission.
