Move “Missing transfers?” and “New Transfer” to the footer #192

I'd prefer to keep this as is for the the following reason:

On load, the user benefits from immediately being made aware of the options that are available to them regarding how to interact with the app. Primary and Secondary CTAs should never be obscured or placed out of view. If these options were to be relocated to the footer, the chance that they get missed and that user has to go looking for them is higher at smaller breakpoints. This becomes increasingly true as the list of transactions grows for users who initiate multiple transactions, which is a scenario we should design around. Considering this app is designed mobile-first, I'd like to prioritize keeping the primary actions in-view whenever possible.

I agreed with previous feedback that the initial implementation placed a bit too much emphasis on these actions, which is why I made some changes to the design to de-emphasize them. The dark black primary button was switched to a lighter secondary button in order to deemphasize the "Begin new transfer" button, and it was relocated to be in closer proximity to the list. The vertical space was also decreased in order to show more of the transfer list on load.

Happy to consider a counter-argument though!
