For example, in ASP.NET when an attribute value contains '&' char, WIF returns an error.

Unexpected end of file. Following elements are not closed: AttributeValue, Attribute, AttributeStatement, Assertion, RequestedSecurityToken, RequestSecurityTokenResponse.
