F1「営試」～F15「連加算」までのキー割り当てを編集出来るようにする。

やること

レイアウトを設定するためのXMLファイルを準備する
FunctionKey列挙型のメンバー名を変更する
MainWindowViewModel.FunctionKeyCommandsに必要な機能を追加する
