Contributing and issue templates do not show up in community profile #35

For some reason, the CONTRIBUTING.md and ISSUE_TEMPLATE.md files are not showing up in the Talos community profile.

Not sure if this is a big deal, but maybe the project gets more visibility if these things are detected as completed. Should be relatively easy to fix this, but I don't want to overstep anyone if there's a good reason these are not in the community profile.

@mikkokotila thoughts? In principle, we should complete this profile as well.

Thanks. Fixed this. Also added a dummy PR template, but need to add proper content still. For code of conduct they just have two options, what do you think? (that's the only open item).

No problem. I think Contributor Covenant would do alright. I don't think there's any need for the other option!
