#2166 implement a --config flag.

In #1857 (comment) and #1857 (comment) I suggested we should support a config option in the package.json#ava configuration.

I'm curious if this is actually useful. Hopefully, the default configuration is placed in ava.config.js and --config would only be used to override it.
