Tabbed Navigation Not Reachable By Tab Key Navigation

Describe the bug
Using the tab key to navigate through interactive elements on the page is not moving focus to the tabs as expected. It instead skips over the tabbed navigation and never lets anything within them get selected. This only seems to be an issue in Firefox.

To Reproduce
Steps to reproduce the behavior, including the results:

1. Go to https://avalon-dev.dlib.indiana.edu/media_objects/8s45q877v
2. Press tab until focus goes through all of the elements on the left side of the page
3. Tabbing through the record skips the tabbed navigation from receiving focus

Expected behavior
When using tab-based navigation, the tabbed navigation will obtain focus
