I see that someone alrady implimented selection sort in c++, so why does this issue open?

actually these issues were created during hacktoberfest event so mass issues were created by people , it was very hectic for me to handle all the issues , I have merged the pull request and closed the issues as much as possible , people should close the issue by themself but they didn't , so many issues are still open , will take time someday and will delete all the issue
