Add a command (or specify that in /start or /help) to print the current version of the bot (or the commit hash) and the attgen.js library version (with reference to upstream an attestation template revision)

To help troubleshooting, on catched errors, print these information (so it could be forwarded to mantainers/added when opening issue reporting bugs)
