For nested report card, support determining the number of cards at runtime

Sometimes, say if we need cards for each answer of a coded concept, it might not be possible to determine when creating the nested report card. Hence in the webapp, define only minimum number of cards and support dynamic determination of the number of cards.

This helps in trading off a little jarriness to support dynamic determination.
