Similar to how we display the form element documentation on avni-client, it should also get displayed in DEA.

If documentation is present for a form element show ?.
on click of the? rich-text documentation will load in the language set by the user.
If documentation is not available in that language then fall back to English.
User should be able to hide the documentation.
