AWS::RDS::DBCluster should support the "CopyTagsToSnapshot" field for Aurora database clusters.

This parameter is supported at the API-level (CreateDBInstance and ModifyDBInstance) but not CloudFormation.

Duplicate of #238, although there hasn't been an update on that in a while.
