Thanks for contacting us, and sorry for the late reply. I believe you tried to launch the solution through CLI or API.

As the solution requires to create IAM resources, so you need to address capabilities to launch the solution. You can refer to https://docs.aws.amazon.com/cli/latest/reference/cloudformation/create-stack.html page, and if you have any other questions, please let us know.
