Describe the bug

Upgrading from a version below 2.1.0 caused the loss of S3 notifications, and the logs from S3 buffer cannot be collected properly.

Expected Behavior

After the upgrade, s3 notifications will not be lost.

Current Behavior

After the upgrade, the S3 notifications in the S3 buffer pipeline are lost, and the processor will not be triggered to parse the data.

Reproduction Steps

Ensure that the CLO Stack has been deployed with a version prior to 2.1.0.
Upgrade the Stack using a template version 2.1.0 or higher.
