Describe the issue

Previously in #19063 similar issue had occurred with the old changelog, which was closed by @tim-finnigan as not planned as that file is obsolete. He also stated "when it starts to approach the size threshold then the team may consider alternative approaches"; Well, while it's only 574 KB in size, GitHub errors out with "This blob took too long to generate".

Thanks for checking in again on this issue. A related issue was opened here just a few days ago: #25550. As mentioned in this comment there, it is time to start considering alternate approaches. In the meantime, here are links for a workaround:
