Also fix a bug in security groups (formatted rule as ingress where it should have been egress).

Add support for Application and Network Load Balancers.
They are implemented as two separate object models (with a shared implementation) even though they are all single classes in CloudFormation, so that we can make the various features more easily discoverable using the IDE. For example, ALBs and NLBs have different attributes, different protocols, one does and the other does not support security groups, one supports adding (conditional) targets on an imported load balancer and the other one does not, etc.
This change is already using the convention proposed in #742, where the
