Use public builds feature of AWS CodeBuild instead of github-codebuild-logs #2679

Is your feature request related to a problem? Please describe.

We use third-party application github-codebuild-logs for displaying logs from AWS CodeBuild on GitHub.
Example comment: #2660 (comment)

This feature is now natively available in AWS CodeBuild.

Describe the solution you'd like

Enable public access on CodeBuild logs in CI, and disable github-codebuild-logs.

Describe alternatives you've considered

Continue using github-codebuild-logs, even though the feature is natively available in AWS CodeBuild.

The public builds were enabled on sdk-staging-test CodeBuild project.

The CloudFormation stacks which posted github-codebuild-logs messages were deleted.
