Add support for terraform 1.0 #1757

And just like that Terraform 1.0 is now available:

Unfortunately Chalice is currently limited to Terraform > 0.11.0, < 0.16.0

AFAIK there shouldn't be any breaking changes for Chalice in 1.0 since it's a continuation of 0.15, but here's the upgrade guide just in case:
