Support patches for N-1 EKS Anywhere minor versions

Issue to track demand for patching N-1 EKS Anywhere minor versions. The scope of these patches is CVEs and critical bug fixes.

Today, EKS Anywhere includes patches for the latest EKS Anywhere minor version. For example, at the time of this writing, the latest EKS Anywhere minor version is v0.18, which is receiving patches (ie. v0.18.5). With the change described in this issue, we would also release patches for the v0.17 EKS Anywhere minor release.
